MINUTES OF THE MEETING OF LOSTOCK GRALAM PARISH COUNCIL HELD ON MONDAY 5 SEPTEMBER 2011 AT ST. JOHN’S CHURCH HALL, LOSTOCK GRALAM

The meeting commenced at 7.30 p.m.
PRESENT: Parish Councillors M Litton (Chairman),
Nick Goulding, E Guy, P Kelly, A McEllin and Woodward.
IN ATTENDANCE: N Clarke, Clerk
ALSO PRESENT: Beth Allcock, Northwich Guardian and members of the public.
PUBLIC FORUM
1. The Council was asked what the road works were advertised on Birches Lane, Lostock Green.
2. Dog Fouling is still taking place on pavements. The Clerk will contact Cllr. Stocks to find out when the dog bins are to be installed.
3. Fly tipping along the Octel road by the railway line. The Clerk to report.
4. The traffic lights on the Business Park are still not working properly.
5. It is perceived that speeding is getting worse on Manchester Road. The Clerk to speak to PCSO Hambleton.
6. There is a temporary sign for the ‘Watermead’ which needs removing as it is causing an obstruction.
7. Mrs N Hargreaves asked about the brine spillage on Lostock Hollows which has killed plants/shrubs etc. Miss Griffiths explained that ICI/Ineos Chlor has a licence to discharge brine into Wade Brook. The Clerk will contact the Environment Agency and CWAC to find out further information.
8. Mrs Todhunter asked about a sponsored litter pick in Lostock Green. The Clerk confirmed that she had spoken to Zurich Insurance for coverage. She will contact CWAC to ask for the loan of HiViz vests and gloves.

ACCEPTANCE OF MINUTES
The minutes of the meeting of the council held on 4 July 2011, having been copied to members, was taken as read and confirmed and signed as being a correct record.
MATTERS ARISING FROM THE MINUTES OF THE MEETING HELD ON 4 JULY 2011
a) CWAC Enforcement have asked the public to make a note of the time, make of car etc. if anyone sees the men putting up or taking down the signs. The Clerk contacted them on 29th July with information. As yet nothing has been heard but the signs are continuing to be put up. CWAC were seen on Saturday 27 August removing and confiscating the signs. The Clerk has since spoken with Enforcement and they confirm that they have 24 signs in their possession as of 2 September 2011 and if they prosecute the company could be fined £2500 for each sign confiscated.
b) 14 Grove Avenue, Lostock Gralam. – The Clerk spoke with Weaver Vale Housing about possibility of a business being conducted at the premises in conjunction with 5 Fryer Road. Weaver Vale have visited and stopped the business but hopefully not moved back to Fryer Road.
c) The Play Scheme took place at the Community Centre from 15 – 25 August 2011.
d) The Clerk attended the TATA Liaison meeting on 12 July 2011.

REPORT FROM CHESHIRE WEST AND CHESTER COUNCILLORS

TO DISCUSS THE FORTHCOMING TATA PUBLIC INQUIRY
1. The Council noted the distribution of the draft Inquiry programme and outline statement from TATA. Lostock Gralam Parish Council is due to speak on Wednesday 2 November and Ann McEllin is speaking (in a private capacity) on Thursday 3 November 2011. They are restricted to 1500 words and 15 minutes.
2. Cllr. McEllin spoke about the Localism Bill, which is leaning towards allowing more planning applictions through.
3. The item will be put on the agenda for discussion and the Clerk is advertise the fact to the community to encourage attendance.
PLAY AREAS AND INSPECTIONS
Birches Lane
The Clerk attended a pre-contract meeting on Monday 5 September with Groundwork and Fairway Landscapes who won the tender with a quote of £85,235.30. Funding has now been received from Cheshire West Rural Support of £50,000 and WREN for £39,000 with the Parish Council contributing £5000. Applications are currently with EON and StoreEnergy.
Work is starting on the site on 19 September 2011 with an eight-week completion date. Groundwork is contacting residents to warn them of the disruption.
The Clerk is to forward Ros Todhunter details of the requirements for the competition for children to design a new sign for the play area.
Stubbs Lane
No decision has been received from CDP Ltd regarding permission to remove the hedging. Cllr. McEllin reported a broken spring on one of the pedestrian gates.
POLLING DISTRICTS AND POLLING STATION REVIEW
The Council noted that the polling district and polling stations are recommended for no change in Lostock Gralam.
REPORT FROM THE CLERK
The Clerk reported on the following:
a) Annual Meeting of ChALC is at Middlewich Civic Hall on Thursday 20 October at 6.30 p.m. Any motions need to be forwarded by 9 September 2011. Cllr. Guy and the Clerk will attend.
b) The Clerk attended the Endelchemie Liaison Meeting on 29 July 2011.
c) Damaged street name-plates on Fryer Road and Gibbon Drive have been reported. Fryer Road sign is being replaced soon but the Gibbon Drive will be added to the list for the next batch of signs to be made up.
d) Dangerous wire at the play area on Townshend Road has been removed following complaints.
e) The Clerk is attending a meeting at Manchester Airport on Wednesday 7 September 2011.
f) A meeting with Store Energy is being held on Wednesday 7 September at 4.00 p.m. at Byley Village Hall, as it clashes with the Airport meeting a representative is required.
g) Training – ChALC has sent out training dates for September and October 2011. Please advise the Clerk to book.
h) The Clerk has been contacted by Lisa Baxter about a public art works provided by CDP if the new housing scheme goes ahead at the Triangle site. She is having meetings with the school and the Arts Officer at CWAC and will hold a public consultation at the end of September.
i) To note that the new waste contract has been chosen and briefing notes distributed.
j) The Council received news that an ex Councillor David Rouse died recently. Members asked that the Clerk arrange a wreath to be sent to the Crematorium.
k) The Clerk reported that the Vicar at Lostock Gralam, Revd. Barbara Sharp is leaving the parish at the end of September 2011. The Church will advertise for a part-time vicar to support the church.
