MINUTES OF THE MEETING OF LOSTOCK GRALAM PARISH COUNCIL HELD ON MONDAY 6 SEPTEMBER 2010 AT ST. JOHN’S CHURCH HALL, LOSTOCK GRALAM
Part I
The meeting commenced at 7.15 p.m.
PRESENT: Parish Councillors M Litton, A McEllin, D Woodward, J Foster, J Beasant and P Kelly
IN ATTENDANCE: N Clarke, Clerk
ALSO PRESENT: CWAC M Byram, N Wright and M Stocks, B Allcock (Northwich Guardian), Viridor representatives and several members of the public.
QUESTION AND ANSWER SESSION BY VIRIDOR
Cllr. McEllin gave an introduction to position of the various stages of waste contracts in the CWAC area and reiterated that Viridor and RRS were the only two companies left in the PFI contract to deal with CWAC waste. Following the Strategic Planning meeting when both applications were rejected by CWAC, Viridor are now ready to submit new plans. RRS have yet to submit revised plans.
Peter Wishart from Viridor explained that the new application has taken into account the reasons for objection from CWAC. The size of the plant has been reduced to take 200,000 tonnes, therefore reducing the HGV traffic. Viridor have completed more traffic and noise analysis. They have also offered £150k towards local highway improvements if the plans are passed.
A lengthy question and answer session took place between Viridor and Council and members of the public with concerns about pollution, additional traffic, and safety of the plant amongst the topics.

ACCEPTANCE OF MINUTES
The minutes of the meeting of the council held on 5 July 2010, having been copied to members, was taken as read and confirmed and signed as being a correct record.
MATTERS ARISING FROM THE MINUTES OF THE MEETING HELD ON 5 JULY 2010.
The Clerk reported on the following:
1. A reply has been received from Brunner Mond about the noises emitting from the plant on Griffiths Road.
2. The Playscheme took place at the Community Centre during August 2010.
3. The Clerk is still pursuing the ownership of the wood at Lostock Gralam and is in contact with Land Registry.
4. CWAC have been in touch to confirm that they have altered the shrouds on the street lights on Manchester Road.
REPORT FROM PCSO G JONES
None from PCSO Jones, however the Clerk reported that she has spoken to the police about various issues which would be discussed in part II of the meeting.
REPORT FROM CHESHIRE WEST AND CHESTER COUNILLORS
CWAC Councillor’s reported on the following:
1. Covanta have appealed against the planning decision and the Planning Inquiry will be held in Middlewich in October / November 2010.
2. Brunner Mond have still to re-advertise or resubmit the planning application for an Incincerator on Griffiths Road.
3. CWAC are planning to carry out re-surfacing on the A556 from Birches Lane through to the Triangle traffic lights. Cllr. Stocks has asked for comments to be sent to him through the Clerk.
4. Cllr. Wright confirmed that a grant of £1000 has been given to the Parish Council from the ward Councillors allowance for goal posts at Stubbs Lane play area.
PLAY AREAS
Play Inspections have been received for July and August 2010 with no outstanding issues.
Birches Lane Play Area
A detailed costing and update has been received from Groundwork along with a final draft of the proposed site. The Council RESOLVED to accept the quotation for drainage, with work commencing shortly. The site will be closed until spring 2010 to allow drains to be fitted and new topsoil and grass to settle.
Cllr. Goulding had made a request from the Methodist Chapel adjacent to the site to fit a gate accessible only from the Chapel side at the top end of the play area. RESOLVED to reject the idea as it was felt that it could pose a risk to children as it was in a secluded spot.
REPORT FROM THE CLERK
The Clerk reported on the following:
1. The perspex on the notice board at Lostock Green has been vandalised. The Clerk has ordered a new piece from Northwich Glass.
2. The Clerk will be attending a Liaison meeting at Manchester Airport on Monday 13 September 2010.
3. The Clerk reminded members of the Remembrance Service on 14 November. There was an opportunity to have a bugler at the service.
4. The Clerk informed members of a Neighbourhood Walk run by Weaver Vale Housing in Lostock Gralam on 7 September 2010. The Clerk and Chairman to attend.

Proposed construction of up to 160 dwellings with access, associated parking and infrastructure.
The general view of the Council is that the housing would be preferable to a business park. However, there is still concern over the access via the Business Park.
