MINUTES OF THE MEETING OF LOSTOCK GRALAM PARISH COUNCIL HELD ON MONDAY 3 OCTOBER 2011 AT ST. JOHN’S CHURCH HALL, LOSTOCK GRALAM

The meeting commenced at 7.30 p.m.

 

PRESENT: Parish Councillors M Litton (Chairman), J Beasant,

E Guy, P Kelly, A McEllin and Woodward.

 

IN ATTENDANCE: N Clarke, Clerk

 

ALSO PRESENT: Cllr M Stocks and members of the public.

 

 

 

PUBLIC FORUM

 

1. There was concern that the resurfacing at Lostock Gralam crossroads is worse than before the road works started.

2. Cars are parking on both sides of School Lane, Lostock Gralam making it difficult for cars to negotiate the road.

3. Drivers are still driving the wrong way on Lodge Lane.

4. The bus stop outside Avandale Lodge has disappeared.

5. When are the new dog bins going to be installed? Cllr Stocks replied that the Lostock Gralam bin should now be installed and the Lostock Green bin should be installed soon.

 

The Clerk to speak to the relevant people relating to items 1-4 and report back at the next meeting.

ACCEPTANCE OF MINUTES

 

The minutes of the meeting of the council held on 5 September 2011, having been copied to members, was taken as read and confirmed and signed as being a correct record.

 

 

 

MATTERS ARISING FROM THE MINUTES OF THE MEETING HELD ON 5 SEPTEMBER 2011

 

1. Brine Spillage The Clerk has spoken at length to the Environment Agency regarding the spillages. The Environment Agency understand that Ineos met with Mrs Hargreaves on site. The EA informed the Clerk that they are pressing Ineos to install new equipment which reduces the amount of liquid coming out of the pumps. The Clerk is to discuss the matter further with Ineos at the Liaison meeting on 7 October 2011.

 

 

REPORT FROM PCSO P HAMBLETON

 

PCSO Hambleton sent a written report as he was unable to attend the meeting. His report included details of thefts in the area, anti-social behaviour and suspicious behaviour relating to people collecting scrap.

 

Speed checks were carried out on Manchester Road and a Driver Engagement Day took place on 28 September 2011. 51 vehicles were stopped for various offences with 32 reported for speeding.

 

The Council asked the Clerk to contact the Northwich Inspector to discuss reporting and how often the PCSO is out of the area.

 

 

REPORT FROM CHESHIRE WEST AND CHESTER COUNCILLORS

 

Cllr Stocks reported that the Waste Collection contract has been awarded and weekly collections will return from April 2012. An appeal for the Waste PFI is currently being held.

 

CWAC Councillors are trying to set up a web cast for the whole of the Public Inquiry but they are still trying to sort out the Broadband connection as it is not as strong as needed at the football ground.

 

Cllr Stocks reported that there is a lot of road resurfacing going on the in the area. Any other faults should be reported to Cllr Stocks to add to the list.

 

Cllr Stocks commented that the planning application for the School House has been forwarded to Safeguarding at CWAC as the site abuts Lostock Gralam School.

 

 

TO DISCUSS THE FORTHCOMING TATA PUBLIC INQUIRY

 

The Clerk reported that electronic copies of evidence have been received from Addleshaw Goddard and forwarded to Council.

 

Cllr McEllin reported that the balloon has been flown over the site on 28 September but subsequent flyings have been blocked by TATA. CHAIN will be in Northwich the weekend of 8 and 9 October to publicise the Inquiry and encourage residents to attend on any day.

 

Cllr McEllin will be speaking on Thursday 3 November at 7.00 p.m. and Cllr Guy on Friday 4 November in the morning. CHAIN have asked if George Osborne MP to attend.

 

 

PLAY AREAS AND INSPECTIONS

 

Birches Lane

 

Work is underway on the refurbishment with no problems. Groundwork has asked the Council to agree to changing the access area slightly to reduce the amount of tarmac. RESOLVED to agree to the changes.

 

Stubbs Lane

 

Play inspections have been received and minor repairs are required.

 

 

NEIGHBOURHOOD PLANNING

 

The Clerk reported that this issue will become important for Local Councils and is being encouraged by CWAC as it forms part of the Localism Bill. The Council discussed the issue and suggested that the Shakerley Parish Council’s could join together to produce one rural Neighbourhood Plan.

 

Cllr. McEllin is attending a seminar on Thursday 13 October 2011 and will report back at the November meeting.

 

 

DIAMOND JUBILEE

 

The Council discussed various suggestions but RESOLVED leave any decisions until further notice.

 

TO REPORT ON A MEETING WITH CDP Ltd

 

The Clerk reported on a meeting with Sonja Swift from CDP Ltd on 14 September 2011. The following issues were discussed:

 

a) The outline planning permission for the residential development has been granted and Sonja indicated that a company is in talks with Marshalls.

b) J&S are not proceeding with their application on the site.

c) There is concern that the siting of the footpath leading to Stubbs Lane has been installed in the incorrect position. Sonja is contacting CWAC and will report back.

 

 

REPORT FROM THE CLERK

 

The Clerk reported on the following:

 

a) The Clerk reminded members of the Annual Remembrance Service to be held on 13 November 2011. The Clerk has ordered the wreaths.

b) The Clerk is attending the Ineos Enterprises Liaison meeting on Friday 7 October 2011 and will raise the subject of the Brine spillages.

c) The Cheshire County Playing Fields Association AGM is to be held on Tuesday 19 October 2011 at their offices at Gadbrook Park.

d) The Vale Royal Area meeting is being held on Thursday 6 October. The Clerk will hopefully attend.

e) Lostock Green Sponsored Litter pick is being held on Sunday 16 October 2011 at 2.00 p.m. Notices have been put up and the Clerk has the necessary litter pickers and hi-viz jackets. The Chairman agreed that refreshments could be provided from the Chairman’s Allowance.

f) The Boundary Review is out to consultation until 5 December 2011. Tatton ward will be replaced and Lostock Gralam Parish Council will join with Northwich.
