MINUTES OF THE MEETING OF LOSTOCK GRALAM PARISH COUNCIL HELD ON MONDAY 4 OCTOBER 2010 AT ST. JOHN’S CHURCH HALL, LOSTOCK GRALAM

 

 

Part I

 

The meeting commenced at 7.30 p.m.

 

PRESENT: Parish Councillors M Litton, A McEllin, D Woodward, J Foster, J Beasant and P Kelly

 

IN ATTENDANCE: N Clarke, Clerk

 

ALSO PRESENT: CWAC M Stocks, B Allcock (Northwich Guardian), PCSO

P Hambleton and one member of the public.

 

 

 

 

PUBLIC FORUM

 

Miss Griffiths commented on the number of HGV’s still using Birches Lane, Station

Road even though there is a sign saying ‘Not suitable for HGV’s’. The Council

sympathised but reminded Miss Griffiths that is difficult to police. PCSO Hambleton

took note.

 

There have been complaints about the noise coming from Brunner Mond. This has

been reported to the Gate House.

 

 

APOLOGIES FOR ABSENCE

 

RESOLVED to accept apologies for absence from Parish Councillors Goulding,

Reece and Wells.

 

 

ACCEPTANCE OF MINUTES

The minutes of the meeting of the council held on 6 September 2010, having been copied to members, was taken as read and confirmed and signed as being a correct record.

 

 

MATTERS ARISING FROM THE MINUTES OF THE MEETING HELD ON 6 SEPTEMBER 2010.

 

The Clerk reported on the following:

 

1. The Chairman and Clerk took part in the Neighbourhood Walk on 8 September 2010 around Lostock Gralam. Both thought the walk was valuable.

2. Viridor planning application - The Clerk reported that no date has been set to hear the planning application. CWAC are to decide on the preferred bidder in the PFI project on 10 November. As yet RRS have not appealed or put in a new planning application.

3. Road works will commence on 4 October 2010 along the A556 causing the road and junctions leading to the road to be shut for times. The work is to take 10 weeks.

 

REPORT FROM PCSO P HAMBLETON

 

The Chairman welcomed PCSO Philip Hambleton to the meeting. He asked the Council to indicate which areas they would like him to concentrate on in the immediate future. The Council suggested that he should make himself known to the businesses in the area and to also attend the Youth Club on a Tuesday evening in the first instance.

 

PCSO Hambleton reported that two people had been cautioned following a stake out in Winnington Woods to catch off road bikers. Their bikes will be confiscated if they are caught again within 12 months.

 

 

REPORT FROM CHESHIRE WEST AND CHESTER COUNILLORS

 

CWAC Councillor M Stocks reported on the following:

 

1. The PFI contract will be decided on 14 October 2010. The outcome could be influenced by the current spending review.

2. Brunner Mond has put in an amended planning application. Comments must be made within 28 days.

3. The Lifestyle Centre in Northwich will go ahead and potential sites are currently being looked at by CWAC.

4. Viridor has put in a new planning application, which will probably be heard on 10 November 2010.

5. The local Community Forum will be held on 20 October at Wincham Community Centre at 6.00 p.m. SID will be making a presentation at the meeting.

 

 

 

PLAY AREAS

 

 

Birches Lane Play Area

 

Work has now commenced at the play area by Willis Brothers. The Clerk confirmed that INEOS Enterprises Ltd have given permission for work to be carried out on the site.

 

 

 

REPORT FROM THE CLERK

 

The Clerk reported on the following:

 

1. The perspex on the notice board at Lostock Green has been repaired.

2. The Clerk attended a Liaison meeting at Manchester Airport on Monday 13 September 2010.

3. The Chairman and Cllr. Woodward will attend the Opening of Lostock Gralam Football Club on Saturday 9 October 2010 on behalf of the Council.

4. ChALC AGM – the Clerk and Chairman to attend.

5. County Playing Fields Association AGM will be held on 19 October 2010.

6. Cheshire Community Action AGM will be held on 27 October 2010.

7. The Clerk attended the INEOS Enterprises Liaison meeting on 1 October 2010.

8. Cheshire FM have contacted local Parish Councils as they are having Sunday morning programmes about different parishes.
