MINUTES OF THE MEETING OF LOSTOCK GRALAM PARISH COUNCIL HELD ON MONDAY 7 NOVEMBER 2011 AT ST. JOHN’S CHURCH HALL, LOSTOCK GRALAM

The meeting commenced at 7.30 p.m.
PRESENT: Parish Councillors M Litton (Chairman), J Beasant, J Foster,
E Guy, P Kelly, A McEllin and D Woodward.
IN ATTENDANCE: N Clarke, Clerk
ALSO PRESENT: PCSO P Hambleton and members of the public.
ADDRESS BY JON WHIELDON, INEOS ENTERPRISES
Prior to the start of the public meeting, Jon Whieldon from INEOS Enterprises addressed the meeting. He firstly gave an insight into how and why salt / brine is extracted in the area. INEOS has consent from the Environment Agency to discharge at 24 points around the parish with up to 85m2 from the fields which flow into Wade Brook, Lostock works and into the river system.
Following the brine spillage at Lostock Hollows, INEOS is working with the EA to improve the air valve maintenance and method of discharge. Remediation plans are in process and Jon apologised on behalf of INEOS for the delay in dealing with the problem at Lostock Hollows. The leak was caused by a blocked drain full of silt and sand. In the short term the manway has been built up to prevent silt building up.
Jon also apologised for the leaking on Fieldhouse Farm which only came to their attention through an article in Gossip on the Green.
Miss Griffiths asked about the Hydrocarbon waste plant on the border between Plumley and Lostock Gralam parish. Jon replied that although INEOS is not responsible for the site, nevertheless contact should be made via themselves and they will pass information on to the relevant people.
PUBLIC FORUM
The following issues were raised:
1. The traffic lights are still not working by the Business Park. The Clerk will write again to Highways.
2. The temporary Watermead Sign keeps falling into the footpath. The Clerk to contact the Watermead.
3. Miss Griffiths asked about availability of buses from the rural areas of the parish. Cllr McEllin reported that CWAC should provide a Dial-a-ride or taxi vouchers to certain people in receipt of benefits to assist with travel. The Clerk to pursue and publicise through Gossip on the Green.

DECLARATIONS OF INTEREST
Cllr McEllin declared a personal and prejudicial interest in Lostock Gralam Community Centre and took no part in the grant funding discussion or decision.
ACCEPTANCE OF MINUTES
The minutes of the meeting of the council held on 3 October 2011, having been copied to members, was taken as read and confirmed and signed as being a correct record.
MATTERS ARISING FROM THE MINUTES OF THE MEETING HELD ON 5 SEPTEMBER 2011
1. The litter pick took place at Lostock Green on 16 October 2011 with about 12 attendees. An article was published in the Northwich Guardian.
2. The dog bins in the parish have not been installed.
REPORT FROM PCSO P HAMBLETON
PCSO Hambleton reported on the following activities over the past month:
The Business park has been targeted with vandalism,
A motorbike has been seized from Lostock Gralam,
Thefts have occurred from the Watermead from staff area,
Reports of anti-social behaviour,
Reports of nuisance callers,
Speeding checks have taken place on Manchester Road,,
Bikes are still using the field by Fryer Road,
He has checked businesses for CCTV in the parish,
Bonfire safety presentation in the school.
The Clerk reported on a letter received from Cheshire Police asking if funding will continue from the Parish Council for the remainder of the contract. The Clerk to confirm this is so.
REPORT FROM CHESHIRE WEST AND CHESTER COUNCILLORS
None
TO RECEIVE A REPORT ON THE TATA PUBLIC INQUIRY
Cllr McEllin and Guy reported on the evening session of the Inquiry held on 3 November 2011, which was very well attended. A variety of speakers from the Northwich area spoke (including Cllr. McEllin and CWAC Cllr. Stocks) against the incinerator. Cllr. Guy is speaking on behalf of Lostock Gralam Parish Council on Wednesday 9 November and had circulated her speech to the Council for comments. RESOLVED that the Council approve the speech.
The Inquiry is due to finish by 11 November 2011 with the outcome not known for several months.
PLAY AREAS AND INSPECTIONS
Birches Lane
1. Work is almost complete and the Clerk is attending the handover meeting on Thursday 10 November 2011. Groundwork has asked if the fences can be kept up for a couple of weeks in order to let the grass recover from the work.
3. An opening event is to be organised for late November / early December. The Clerk to arrange with Fiona Cowley.
2. The winner for the competition for the sign was chosen and the Clerk will contact the winner with Groundwork.
Stubbs Lane
Play Inspections have been completed and remedial work is required.
NEIGHBOURHOOD PLANNING
Cllr. McEllin attended a seminar on Thursday 13 October 2011 and reported on the process of producing a Neighbourhood Plan.
RESOLVED:
To receive the report,
that the Clerk ask CWAC for the current Local Plan to determine how much housing is earmarked for this area.
REPORT FROM THE CLERK
The Clerk reported on the following:
a) The Council discussed a letter received from Mr Dodgson, Lostock Green regarding Broadband speeds in the area. Cllr. McEllin provided the Clerk with contact details for CWAC Broadband officer.
b) The Clerk attended the Storengy Liaison meeting on 26 October 2011. They reported that the work at the substation at Lostock Hollows is nearly complete.
c) The Clerk reminded members of the Remembrance Service be held on 13 November 2011.
d) An email has been received regarding spent fireworks on a field in Lostock Green with evidence that youths had been using them near livestock. The details have been passed on to the PCSO.
