MINUTES OF THE MEETING OF LOSTOCK GRALAM PARISH COUNCIL HELD ON MONDAY 1 NOVEMBER 2010 AT ST. JOHN’S CHURCH HALL, LOSTOCK GRALAM

 

 

Part I

 

The meeting commenced at 7.30 p.m.

 

PRESENT: Parish Councillors M Litton, A McEllin, D Woodward, P Kelly

and N Goulding

 

IN ATTENDANCE: N Clarke, Clerk

 

ALSO PRESENT: CWAC Cllr N Wright, B Allcock (Northwich Guardian), PCSO

P Hambleton and one member of the public.

 

 

PUBLIC FORUM

 

Miss Griffiths asked the Council if there had been the correct public consultation regarding the roadworks on the A556. The Clerk confirmed that the relevant notices had been sent and that Highways are allowed to run any of the contra flows within the 10-week contract.

 

They were complaints that roadworks on Station Road are causing a knock on effect on School Lane and Stubbs Lane. The Clerk reported on a letter she has received from a resident on Station Road complaining about the works. The Clerk will contact Highways to find out when the work should be completed.

 

 

APOLOGIES FOR ABSENCE

 

RESOLVED to accept apologies from Cllrs Beasant, Foster, Wells; Borough Councillors M Byram and Stocks; and Sgt. Jason Murray.

 

 

ACCEPTANCE OF MINUTES

The minutes of the meeting of the council held on 4 October 2010, having been copied to members, was taken as read and confirmed and signed as being a correct record.

 

 

MATTERS ARISING FROM THE MINUTES OF THE MEETING HELD ON 4 OCTOBER 2010.

 

The Clerk reported on the following:

 

1. The Clerk attended the Community Forum on 20 October 2010. Borough Councillor Stocks confirmed news that the PFI funding for Cheshire has been withdrawn by the Government. However, the implications of the withdrawal have not been publicised.

2. The Clerk attended the Viridor public exhibition on 11 October and the Brunner Mond public exhibition on 12 October 2010.

3. The Chairman and Cllr Woodward attended the opening of Lostock Gralam Football Club and commented on the parking problems on Manchester Road due to lack of spaces on the site.

4. The Clerk attended the ChALC AGM on 21 October 2010.

5. The Clerk had contacted Cllr Goulding and Reece regarding attendance at Parish Council meetings. Cllr Reece has submitted his resignation due to work commitments. The Council asked the Clerk to thank Cllr Reece for his contribution during his time as a Councillor and to ask if the Northwich Guardian will run a small item asking for Councillors.

 

 

REPORT FROM PCSO P HAMBLETON

 

PSCO Hambleton reported that in the past month he has visited all the shops, the school and the Youth Club in Lostock Gralam. He has been out with the speed gun twice on Manchester Road. There has been some vandalism to the fencing at the Community Centre. PCSO Hambleton confirmed that extra police will be on duty over the Bonfire weekend.

 

Cllr Woodward suggested that PSCO Hambleton visit the Football Club to obtain a fixture list of home games to enable him to keep an eye on parking problems during home matches.

 

Cllr McEllin reported that she had seen bikers in Winnington Woods again over the weekend of 30/31 October 2010.

 

 

REPORT FROM CHESHIRE WEST AND CHESTER COUNILLORS

 

CWAC Councillor Wright reported on the following:

 

1. The Viridor planning application will be heard on 18 November 2010, probably at Chester. The Clerk will inform the Council as soon as any further information has been received. Cllr McEllin confirmed that she may be available to speak at the meeting.

2. There is to be a weekly collection of food waste from 2012 as part of the new Waste Strategy.

 

 

PLAY AREAS

 

The Clerk reported that emergency repairs have been completed on the flooring at Stubbs Lane Play area.

 

The Northwich Guardian reported on the start of works at Birches Lane play area. The Clerk will contact Groundwork for an update.

 

 

 

REPORT FROM THE CLERK

 

The Clerk reported on the following:

 

1. The lock on the notice board on Birches Lane is jammed / broken. The Council has given permission for work to be done to rectify the problem.

2. CWAC is proposing a new Local Transport Strategy and is sending out questionnaires to be returned.

3. The Clerk and Chairman attended Northwich Town Council meeting prior to this meeting, by invitation of the Town Council, to hear the Brunner Mond presentation. The Chairman gave a precis of the presentation and the questions raised at the meeting.

4. CDP have been in contact regarding the planning application for housing on the Triangle site. Sonja Swift may wish to attend a Parish Council meeting in the near future.

PAYMENT OF ACCOUNTS

 

It was RESOLVED to accept payment of the following accounts:

The Clerk confirmed that the VAT reclaim has been completed to end of September 2010.
