MINUTES OF THE MEETING OF LOSTOCK GRALAM PARISH COUNCIL HELD ON MONDAY 9 MAY 2011 AT ST. JOHN’S CHURCH HALL, LOSTOCK GRALAM

ACCEPTANCE OF MINUTES
The minutes of the meeting of the council held on 4 April 2011, having been copied to members, was taken as read and confirmed and signed as being a correct record.
MATTERS ARISING FROM THE MINUTES OF THE MEETING HELD ON 4 APRIL 2011
a) The Clerk has contacted CWAC again about the pallets at 5 Fryer Road. As yet there has been no further response. PCSO Hambleton indicated that he will chase this up.
TO ELECT THE CHAIRMAN OF THE COUNCIL
It was RESOLVED to elect Mark Litton as Chairman of the Council for 2011-12. He took the chair and signed the Declaration of Office.
TO ELECT THE VICE-CHAIRMAN OF THE COUNCIL
It was RESOLVED to elect Emma Guy as Vice-Chairman of the Council for 2011-12.
TO COMPLETE THE DECLARATIONS OF OFFICE FOR EACH MEMBER
The Council completed their Declarations of Office and returned them to the Clerk to forward onto CWAC.
REPORT FROM PCSO P HAMBLETON
PCSO Hambleton reported on the following:
There have been 3 reports of trouble with motorbikes in Winnington Wood over the past three months. One resident has a written warning and 6 other formal warnings have been given out.
Speeding checks have been carried out on Manchester Road with 56 prosecutions in the past two weeeks.
A speeding data box was installed for a week at Lostock Green. Between 50 and 60 cars were speeding within 1 hour during rush hour.
PCSO Hambleton had attended to anti-social problems in Lostock Gralam.
He has been to the primary school and is due to give a talk to year 6 children about drugs and alcohol abuse.
REPORT FROM CHESHIRE WEST AND CHESTER COUNCILLORS
This was taken at the Parish Meeting held prior to this meeting.
PLAY AREAS AND INSPECTIONS
The Clerk reported on progress with the Birches Lane play area. She has organised the grass to be cut as and when required by Countrywide Grounds maintenance. They will also cut the field currently used by the footballers until the play area is back in action. The Lostock Green fete committee has asked if the area will be ready for the fete on the 9 July. The landscape architect from Groundwork is planning to visit on 12 May 2011.
Play Inspections – None received.
REPORT FROM THE CLERK
The Clerk reported on the following:
a) The Clerk reminded members of the training dates booked and asked members to contact the Clerk for any other training needs.
b) Cllr. Guy reported on a SONIC meeting held on 9 May. SONIC will be putting questions to Cheshire West Council meeting on 28 July. If any members have questions they should forward them Cllr. Guy.

TO APPROVE THE 2010-11 ACCOUNTS
The Clerk reported that the internal audit for the 2010-11 accounts has been completed with a clean report.
The Council RESOLVED to approve the 2010-11 accounts and completed audit return, and to authorise the Chairman and Clerk to sign the accounts and audit return.
TO APPOINT VAVR TO MANAGE THE PAYROLL FOR THE CLERK
The Council RESOLVED to approve the Chairman to sign the relevant forms to appoint VAVR to manage the payroll for the Clerk.
