MINUTES OF THE ANNUAL GENERAL MEETING OF LOSTOCK GRALAM PARISH COUNCIL HELD ON MONDAY 10 MAY 2010 AT ST. JOHN’S CHURCH HALL, LOSTOCK GRALAM
The meeting commenced at 8.15 p.m.

ACCEPTANCE OF MINUTES
The minutes of the meetings of the council held on 12 and 26 April 2010, having been copied to members, were taken as read and were confirmed and signed as being a correct record.
MATTERS ARISING FROM THE MINUTES OF THE MEETING HELD ON 12 and 26 APRIL 2010.
1. The Clerk reported that the manholes outside the Pharmacy on Manchester Road had been reported and Cllr. Kelly confirmed that the work has now been completed.
2. An objection letter to the proposed incinerator has been sent to DECC and an acknowledgement received.
3. The public consultation about the play area at Birches Lane started last week with the Toddler group and at the hall during polling day.
4. A reply has been received regarding a bus shelter on Fryer Road. CWAC will put it on the list to survey the area.
5. Cllr. Kelly has received a reply about the Fly Posting on Manchester Road and the A556. The kitchen company is contesting the ban, and until that is resolved, CWAC are unable to act.
TO ELECT THE CHAIRMAN AND VICE-CHAIRMAN OF THE COUNCIL FOR 2010/11
It was resolved that Mark Litton was accepted as Chairman and Ann McEllin, Vice-Chairman for the year.
REPORT FROM CHESHIRE WEST AND CHESTER COUNILLORS

INTERNAL AUDIT AND YEAR END ACCOUNTS
The Clerk reported that the Internal Audit has been completed by JDH Ltd. The following issues were raised from the audit:
1. “The fidelity cover at £40,000 does not cover the maximum projected balance of approximately £65,000.” The Clerk confirmed that she had spoken to Zurich Insurance and increased the fidelity to £65,000 at no extra cost.
2. “The current mileage raid paid at 58.7p should be decreased to 40p per mile tax neutral permitted by the HMRC.” The Clerk confirmed that this would be altered from 1st April 2010.
REPORT FROM THE CLERK
1. Letter received regarding the public exhibition at Cheshire Business Park about the proposed housing development on Thursday 13 May from 2.00 p.m. to 7.30 p.m.
2. CWAC Pedestrians’ Survey results received. The main concerns seem to be parking, and speed limits not enforced.
3. CWAC Seminar about supporting Local Councils is to be held on 19 May at Winsford. The Clerk to attend.
4. Acknowledgement letter received from Mr Shaw regarding the CHAIN contribution by the Parish Council.
5. Minutes received from INEOS meeting held on 9 April 2010.
