MINUTES OF THE MEETING OF LOSTOCK GRALAM PARISH COUNCIL HELD ON MONDAY 6 JUNE 2011 AT ST. JOHN’S CHURCH HALL, LOSTOCK GRALAM

The meeting commenced at 7.30 p.m.

ALSO PRESENT: PCSO P Hambleton; Sally Buttifant, CRP; Beth Allcock, Northwich Guardian; and members of the public

 

 

REPORT BY SALLY BUTTIFANT, MID CHESHIRE COMMUNITY RAIL

PARTNERSHIP

 

Sally Buttifant, Mid Cheshire Community Rail Partnership Officer gave a short talk on the work of the group. She reported that two new shelters have been installed at Lostock Gralam station, one on each side and an area for parking on the Chester side has been installed. She has been working with some youths to paint a mural on the Manchester side of the line and set up planters on the bank. She is looking for volunteers to assist with planting geraniums at the station. Cllrs Litton and Foster indicated they would help.

 

Sally is hoping that she can encourage more users of the service as it provides good links with both Chester and Manchester and taking the train rather than the car would be ideal for families and school trips. She left some information regarding the line, which included details of music trains.

 

The Chairman thanked Sally for the informative talk and she left the meeting.

 

 

PUBLIC FORUM

 

1. Mr Cliff raised the matter of the proposed removal of free school transport for children in Lostock Gralam to Rudheath school. Parents are very worried that CWAC consider the route proposed along Manchester Road to be considered safe. A debate followed as to how to proceed. It was agreed that the Parish Council will object strongly to CWAC, Cllr. Stocks and the Rt. Hon. George Osborne MP and that Mr Cliff will ask for further information from CWAC.

2. A member of CHAIN read a letter from the organisation asking the Parish Council to endorse a proposed letter to be sent to all households in the parish. The Parish Council RESOLVED that they would not allow their name to be on the letter and will make their own representation at the pubic enquiry.

 

 

APOLOGIES FOR ABSENCE

 

RESOLVED to accept apologies from Cllrs. Beasant, Goulding and Guy.

 

DECLARATIONS OF INTEREST

 

Cllr. McEllin and Litton declared an interest in the request for financial assistance from local groups, as they are members of CHAIN. They left the room and took no part in the discussion.

 

 

ACCEPTANCE OF MINUTES

 

The minutes of the meeting of the council held on 9 May 2011, having been copied to members, was taken as read and confirmed and signed as being a correct record.

 

 

MATTERS ARISING FROM THE MINUTES OF THE MEETING HELD ON 4 APRIL 2011

 

None

 

 

REPORT FROM PCSO P HAMBLETON

 

PCSO Hambleton reported on the following:

 

 There have been a few thefts in the area in the past month and lead has been taken from the roof of Lostock Gralam Community Centre.

 So far 10 people this year have been given warnings about riding motorbikes in Winnington Woods. PCSO Hambleton is continuing to monitor the area.

 Speed checks have been carried out on Manchester Road, 90 letters were sent out on one day and 30 people were prosecuted on a second day.

 The Police, Fire Service and CWAC have tried to deal with the house on Fryers Road causing concern. The Clerk to contact Enforcement at CWAC planning as a business is being run from the house.

 

 

REPORT FROM CHESHIRE WEST AND CHESTER COUNCILLORS

 

Cllr. Stocks sent apologies from the meeting. He had spoken to the Clerk prior to the meeting and reported that he has been promoted in CWAC to Executive Member for Education and Children.

 

 

TO DISCUSS THE CWAC SCHOOL TRANSPORT POLICY

 

This was discussed at the Public Forum. RESOLVED that the Clerk respond as follows:

 

 Complete the questionnaire opposing the withdrawal of free transport to under 16’s supporting local parents’ opposition to the proposal,

 Contact Cllr. Stocks with comments from local parents,

 Write to CWAC and Rt. Hon George Osborne MP with comments.

 

 

 

TO APPOINT A REPRESENTATIVE TO THE LOCAL LIAISON COMMITTEE FOR STUBLACH GAS STORAGE

 

The Clerk will attend the next meeting on 15 June 2011 at Lach Dennis Village Hall.

 

 

TO DISCUSS CORRESPONDENCE RECEIVED FROM NORTHWICH CINEMA TRUST

 

It was RESOLVED to respond to the letter from Northwich Cinema Trust broadly supporting their aim but not to give any financial assistance at this stage.

 

 

PLAY AREAS AND INSPECTIONS

 

1. It was RESOLVED to name the Play Area at Lostock Green ‘Broadfield’ upon completion following correspondence from a local historian who has discovered the play area was built on a field called Broadfield.

2. Play Inspections have been received.

 

 

REPORT FROM THE CLERK

 

The Clerk reported on the following:

 

a) The AGM of the Mid Cheshire Rail Group is on 21 July at the Golden Pheasant, Plumley.

b) Jon Whieldon, Ineos Chlor Site Manager has contacted the Clerk regarding an article in the Lostock Green newsletter about the Brine leak in the village. I have forwarded the editor’s information to him and we are in contact about a possible meeting.

c) The Planning Training has been cancelled on 15 June 2011 due to illness.

d) A briefing has been received from CWAC about moving inland waterways into a new charity in England and Wales.

e) Notification has been received about the night closure of the A556 for 7 nights from 18 July 2011.

The Council considered the following planning applications and RESOLVED to respond as below:

TO CONSIDER REQUESTS FOR FINANCIAL ASSISTANCE

 

The Council considered requests for financial assistance from Northwich Cinema Trust, Samaritans and CHAIN.

 

It was RESOLVED that:

 No assistance will be given to Northwich Cinema Trust at this stage but will monitor the work they are doing and will look at the request again should things change.

 £100 to be given to Mid-Cheshire Samaritans as a s.137 donation.

 The Council will give £500 to CHAIN to assist with the Public Enquiry for the proposed incinerator at Griffiths Road, Lostock Gralam. The Clerk confirmed that an amount has been set aside in the budget.
