MINUTES OF THE MEETING OF LOSTOCK GRALAM PARISH COUNCIL HELD ON MONDAY 9 JANUARY 2012 AT ST. JOHN’S CHURCH HALL, LOSTOCK GRALAM

The meeting commenced at 7.30 p.m.

 

PRESENT: Parish Councillors M Litton (Chairman), N Goulding,

E Guy, J Beasant, P Kelly, and D Woodward.

 

IN ATTENDANCE: N Clarke, Clerk

 

ALSO PRESENT: PCSO P Hambleton and 1 member of the public.

 

 

 

PUBLIC FORUM

 

The following issues were raised:

1. The CWAC web site planning page has no information about the old Vale Royal

Planning applications or decisions. The Clerk to check and speak to CWAC.

2. The Watermead sign is still falling down in the winds and is causing a hazard. The Clerk to contact Marshalls and the Watermead.

3. The street lights on Manchester Road opposite Wilson Crescent have still not got deflectors on the lights to stop them shining in the houses. The Clerk to contact Marshalls and try and arrange a site visit.

4. The dog bins are still not installed and signs are required.

5. The Clerk has been asked to ask for further information about the recently let unit on the business park to check that no manufacturing is taking place.

6. Lorries are still parking on the business park overnight.

7. A member asked about Lostock Gralam Football Club Junior training for the community. The Clerk to contact them.

REPORT FROM PCSO P HAMBLETON

 

PCSO Hambleton reported on the following activities over the past month:

 Civil dispute on Fryer Road

 Land dispute on Griffiths Road

 Road traffic accident on Fryer Road

 Nectars suffered a burglary

 Copper has been stolen from Lostock Gralam

 Road traffic accident on Hall Lane with work still required at the bridge

 Anti social behaviour around Lostock Gralam.

 

 

REPORT FROM CHESHIRE WEST AND CHESTER COUNCILLORS

 

None.

 

 

LOCAL COUNCIL ASSEMBLY – THURSDAY 1 MARCH 2012

 

The Clerk informed the members about the Local Council Assembly on Thursday 1 March 2012 at the Forest Hills Hotel starting at 7.00 p.m. It was agreed that the Clerk, Cllr. Guy and McEllin will attend.

 

 

COMMUNITY GOVERNANCE REVIEW

 

The Council discussed the Community Governance Review and completed the questionnaire. The Council asked that the issue of the Area working teams and the police are raised, in respect of being in the Winsford rather than Northwich area.

 

 

COMMUNITY SPEED MANAGEMENT SCHEME

 

The Council discussed the Community Speed Management scheme and asked the Clerk to reply as follows:

 That Lostock Gralam Parish Council had already set up a group and used the SIDS and speed gun

 That the Parish Council would like to use the equipment again

 To ask what happens to the information collected.

 

 

PLAY AREAS AND INSPECTIONS

 

The Clerk reported on the following:

1. The Clerk will contact RoSPA to arrange a 2012 report.

2. Letters have been sent to three companies asking for quotes for grass cutting for three years.

 

Birches Lane

 

Fiona Cowley sent an email to say that the new items will be fitted in January although the sign is taking time. The goal post should be moved as soon as possible.

 

Stubbs Lane

 

Play area inspections have been received for November and December 2011.

 

 

REPORT FROM THE CLERK

 

1. Sonja Swift has sent an email regarding the footpath adjacent to the Community Centre. Work will commence on the path shortly.

2. CDP Ltd have also given consent for replacement of the boundary hedge with fencing.

3. Details have been received about CWAC Women’s safe transport on Wednesday and Thursday evenings.

4. Manchester Airport is offering free tickets for three concerts in the Spring to all Parish Councils for community use.

5. ChALC have sent their 2012 training dates.

6. A letter has been received from ChALC regarding Rural Community Broadband funding. The deadline for applications is 31 January 2012.

7. Streetscene has sent a Service Level Agreement to all Councils.

8. The Chairman has received thanks for the donation to CHAIN.

PRECEPT 2012 – 13

 

The Clerk reported on the expected out turn for 2011 – 12 and presented a proposed budget for 2012 – 13.

 

It was RESOLVED that a nil increase on the precept is approved. The Chairman signed the precept form asking for £32,463 for 2012 – 13.
