MINUTES OF LOSTOCK GRALAM PARISH COUNCIL MEETING HELD ON MONDAY 11 JANUARY AT ST. JOHN’S CHURCH HALL, LOSTOCK GRALAM The meeting commenced at 7.30 p.m. PRESENT: Parish Councillors A McEllin, N Goulding, P Kelly, S Wells IN ATTENDANCE: N Clarke, Clerk APOLOGIES FOR ABSENCE RESOLVED to accept apologies for absence from Parish Councillors J Foster and R Reece. ACCEPTANCE OF MINUTES The minutes of the December meeting were accepted. MATTERS ARISING FROM THE MINUTES OF THE MEETING HELD ON 7 DECEMBER 2009. 1. The opening of phase 2 of the play area went well and was reported in the local paper. 2. Cllr McEllin attended the Vale Royal Area meeting to hear the update on the Waste PFI contract. There will be a meeting at CWAC late January/early February to look at the planning applications. There is a meeting of CHAIN on 28 January at the Memorial Hall. CHAIN is asking the surrounding Parish Councils for contributions to their funds to fight the application. BUDGET The Council discussed a financial report provided by the Clerk regarding the proposed budget for 2010/11 together with estimated costs for 2009/10. There was a debate as to whether to increase the precept at all in light of the current climate. The Clerk reminded the Council that now the play area was finished at Lostock Gralam it was necessary to pay for play inspections and maintenance, which is estimated at £1000 per annum. In addition the PCSO contribution has risen by £400 per year. It was RESOLVED to increase the precept by 2.89% from £31550.00 to £32463.00 (a £913.00 increase). REPORT FROM THE CLERK 1. The Clerk is to attend a Liaison meeting at Brunner Mond on 18 January regarding the proposed waste plant. Cllr Kelly expressed an interest in attending and the Clerk will enquire. 2. Police Have your Say is being held on 19 January at Northwich Memorial Hall at 7.00 p.m. 3. A reply has been received to our letter to Northwich Town Council regarding a meeting with interested Parish Councils who will be affected by the proposed Waste Incinerator. The Council has asked the Clerk to contact Rudheath Parish Council directly to organise a meeting date. PLANNING APPLICATIONS & DECISIONS The following planning applications have been received and sent to council for approval.

PERMITTED PAYMENT OF ACCOUNTS It was RESOLVED to pay the following accounts: 29 VAT only invoice for Toddler Play Area (Groundwork) 4692.90 30 Lostock Gralam Church – annual maintenance grant 758.71 31 NL Clarke – salary and expenses Oct – Dec 09 1183.57 32 Lostock Gralam Community Centre – re-issue of cheque no 22 156.00 33 Transfer of grant made payable to LPGC for play area 25000.00 34 Annual Photocopier charge 91.65 DATE AND TIME OF NEXT MEETING The next meeting of the Council is to be held Monday 8 February 2010 at Lostock Gralam Church Hall at 7.30 p.m. The meeting closed at 8.40 p.m. |
