MINUTES OF THE MEETING OF LOSTOCK GRALAM PARISH COUNCIL HELD ON MONDAY 5 DECEMBER 2011 AT ST. JOHN’S CHURCH HALL, LOSTOCK GRALAM

The meeting commenced at 7.30 p.m.
PRESENT: Parish Councillors M Litton (Chairman), J Foster,
E Guy, P Kelly, A McEllin and D Woodward.
IN ATTENDANCE: N Clarke, Clerk
ALSO PRESENT: PCSO P Hambleton and members of the public.
PUBLIC FORUM
The following issues were raised:
1. A resident is concerned that it is on public record that hydrocarbon is stored in the parish boundary and would like some information to be kept by the Clerk for future reference. The resident will give the Clerk details.
2. Concerns about speeding on Manchester Road.
3. Dog bins have not been installed.
4. HGV’s are still parking on the Business Park. The Clerk to contact Marshalls.
5. Residents are concerned about speeding on Birches Lane in Lostock Green and would also like the Parish Council to lobby for a crossing to the play area.
APOLOGIES FOR ABSENCE
RESOLVED to accept apologies from Cllrs. Beasant, Goulding and Woodward.
DECLARATIONS OF INTEREST
Cllr. McEllin and Guy declared a personal and prejudicial interest in the item on donation to CHAIN, left the meeting and took no part in the discussion.
ACCEPTANCE OF MINUTES
The minutes of the meeting of the council held on 7 November 2011, having been copied to members, was taken as read and confirmed and signed as being a correct record.

REPORT FROM PCSO P HAMBLETON
PCSO Hambleton reported on the following activities over the past month:
Vehicle damaged on Townshend Road
Scrap lorries are still going around Lostock Gralam
Bikes are still using the area behind Fryer Road
Attended the school and Youth Centre for talks and training
Speed checks on Manchester Road
REPORT FROM CHESHIRE WEST AND CHESTER COUNCILLORS
None
TO RECEIVE A REPORT ON THE TATA PUBLIC INQUIRY AND TO DISCUSS CORRESPONDENCE FROM A LOCAL RESIDENT
Cllrs. McEllin and Guy spoke about the end of the Inquiry and that the decision from the Public Inquiry will probably be in the Spring. CHAIN will continue to lobby in the area to keep the profile raised.
The Council discussed a letter received from a resident objecting to some of the evidence submitted by Cllr. Guy at the Inquiry. Whilst they understood his concerns, the Council felt obliged to represent the overwhelming majority of the Lostock Gralam electorate in opposing the proposed incinerator and do feel that “there is no such thing as a well run modern incinerator”. The Clerk will reply to the resident taking into account the Councils views.
PLAY AREAS AND INSPECTIONS
Birches Lane
1. The play area was opened on Saturday 26 November 2011 by Charlotte Atherton (5yrs), to a large crowd of villagers, Groundwork and Parish Councillors. Refreshments were provided by Roberts Bakery and the Lostock Ladies.
2. The Clerk contacted the Insurance company to include the area in the premium. The additional premium is £458.66.
3. The Clerk will organise play inspections for the site.
4. CWAC confirmed that they are not responsible for emptying the bins at the site.
5. A photo shoot with the Toddler group and funding partners is taking place on Wednesday 7 December 2011 at 11.00 a.m.

Play inspections have been received.
