MINUTES OF THE ANNUAL PARISH ASSEMBLY OF LOSTOCK GRALAM HELD ON MONDAY 10 MAY 2010 AT LOSTOCK GRALAM CHURCH HALL.

 

 

The meeting commenced at 7.00 p.m.

 

PRESENT: Parish Councillors P Kelly, J Beasant, D Woodward and M Litton,

Members of the public.

 

IN ATTENDANCE: N Clarke, Clerk

 

 

 

REPORT BY CDP Ltd REGARDING A PROPOSED HOUSING DEVELOPMENT ON THE CHESHIRE BUSINESS PARK

 

Sonja Swift introduced Carol Clark from HOW Consultants and Clive Porter from Austin Smith Lord Architects. A first draft for housing has been produced which will be displayed at a public meeting on Thursday 13 May at the Cheshire Business Park. This will convert about 20% of the Business park from business to residential use.

 

The proposed scheme will consist of approximately 150 family houses with access to the site from Stubbs Lane. The majority of houses along Stubbs Lane will face into the road rather than facing back gardens with fencing. The play area and woodland area adjacent to the A556 will remain for recreational use. There will be a footpath from the site onto the Business park but no vehicular access. A planted bund will shield the housing from the Business park.

 

There was discussion about access to the housing from Stubbs Lane and concerns about the junction of Stubbs Lane and Manchester Road. CDP informed the meeting that consultation is taking place with highways about traffic calming on the surrounding roads.

 

CDP also mentioned that an application for a public house has been lodged with CWAC and that a budget hotel application is due in about 4 – 6 weeks. The Clerk confirmed that the public house application has been received.

 

The Council thanked the group for attending the meeting and were in favour of residential use for the site.

ACCEPTANCE OF MINUTES

 

The minutes of the Annual Parish Assembly held on 11 May 2009, having been copied to members, were taken as read and were confirmed and signed as being a correct record.

 

 

ANNUAL REPORT OF THE PARISH COUNCIL INCLUDING STATEMENT OF INCOME AND EXPENDITURE FOR THE YEAR ENDED 31 MARCH 2010

 

Copies of the annual report and statement of income and expenditure were distributed. It was RESOLVED to accept the Annual Return for 2009/10 as a true and accurate record.

 

 

REPORT FROM LOSTOCK GRALAM PRIMARY SCHOOL

 

Mr R Nerici gave a report from Lostock Gralam Primary School which included a good Ofsted report with some outstanding features and that Miss C Walton, Headmistress will be leaving the school in July 2010 after 6 years. The deputy, Mrs Barker, will be acting head until December 2010 whilst the post is advertised.

 

 

OBSERVATIONS OF THE CHESHIRE WEST AND CHESTER COUNCILLORS FOR THE PARISH

 

Apologies had been received.

 

 

QUESTIONS TO THE PARISH COUNCIL

 

1. Miss Griffiths reported that she had noticed cars driving the wrong way down Smithy Lane and School Lane during school drop off and pick up. Mr Nerici will ask the school to remind parents.

2. Cllr. Kelly informed the meeting that he has spoken to Cllr. N. Wright about the dog bins. The Parish Council is to cost the bins and inform Cllr. Wright.

 

There being no further business, the Parish Assembly meeting closed at 8.10 p.m.
